  18. <p>     India and Pakistan were talking war last week, but so far
  19. they have exchanged only angry words. Prime Minister V.P. Singh
  20. told Parliament that the people of India must be made
  21. "psychologically" ready for war with Pakistan, and that
  22. Islamabad would have to pay a "very high price" if it did not
  23. desist from fanning the secessionist uprising in India's Kashmir
  24. region. The next day General Mirza Aslam Beg, Pakistan's chief
  25. of army staff, fired back in a press release. "Threatening
  26. statements from India," it read, "were really serious and called
  27. for a high state of preparedness and vigilance to frustrate the
  28. demands of the enemy."

  30. <p>     The guerrillas were also hitting hard. The Jammu Kashmir
  31. Liberation Front killed three hostages. Another militant group
  32. carried the conflict beyond Kashmir for the first time by
  33. bombing a train near Bombay, injuring 35 people, as well as two
  34. New Delhi police stations, where four policemen were wounded.
